A first attempt when referencing the tlb from within access vba the error 'can not load assembly CrystalDecisions. regasm the dll as a tlb file and regasm & gacutil it on the remote server. So we have no other option but com interop and go for the tlb option, i.e. NET which would take a least 3 years to redo, not considering bug fixes, etc, as it is an mdb file that was developed in 10 years' time, and over 100 customers of ours are currently using it.
